This is Max's version of Brutus's tragic self-reckoning at Philippi — the moment the idealist realizes good intentions don't exempt you from consequences, and the imagery of a rudderless boat literalizes his loss of control over the very people he claimed he was protecting.

This phrase is the moment Jun Ming names his own weapon — turning the crowd's gaze back on Bao and Cai so they condemn themselves, which is exactly how he flips the mob from cheering the conspirators to hunting them.
